The Facts About Cam-Plex and the Cam-Plex Project SPET

Community for Campbell County is a local political action committee here to provide accurate and factual information about the Specific Purpose Excise Tax (SPET) ballot measures on the General Election ballot this November. 


We know residents are busy and it’s certainly a struggle trying to sort through all the information and figure out what is true and what is not true. This website is committed to providing accurate information, based on facts, from the most credible sources.


Our topic today is how Cam-Plex is currently run and the positive financial impact it provides the community, despite the often-discussed balance sheet losses. Cam-Plex is a community amenity. It was built primarily to add social, cultural, and recreational space for locals and visitors. Community amenities are not designed as for-profit institutions - they are designed to enrich and enhance the lives of residents. 


Much has been made about the fact that Cam-Plex loses money annually (averaging a $3,222,663 loss from Fiscal Year 2017 to 2022). However, this number does not include Cam-Plex’s economic output for Campbell County, which is well over $10 million annually. Cam-Plex generated $11,203,723 in Fiscal Year 2021 and $18,028,660 in Fiscal Year 2022. The economic impact of the Cam-plex provides a strong financial benefit for our community. It is a great return on investment.


After a detailed economic analysis of the Cam-Plex facility and infrastructure needs, the Land Board presented the Master Plan report. The report shows that Campbell County should invest in the Cam-Plex Project so the facility can continue to generate revenue significant revenue for the local economy. If we do nothing, the economic revenue Cam-Plex provides will decline and the City and County will still have to put more money into the facility. With the changes proposed in the revised master plan, Cam-Plex will generate approximately $55 million in annual revenue. This revenue will be critical as our community continues to be rocked by changing energy markets and ongoing federal regulations. 


Beyond the numbers, amenities like the Cam-Plex make Campbell County a wonderful place to live. The facilities are used nearly every day of the year by schools, agriculture groups, nonprofit organizations, and more. Keeping Cam-Plex affordable is just as important as the economic value our community receives. When people say, “Cam-Plex must or should pay for itself,” ask yourself why they want 4-H clubs, local rodeo groups, county fair, and local nonprofits. Why aren't the millions of dollars the Cam-Plex generates for our local economy enough to offset the costs?


Ask the naysayers, what is your solution? How will you provide the amenities Cam-Plex offers if it is left to crumble? How will you add millions of dollars of revenue and jobs to the community? 


We believe that great communities like Campbell County invest in themselves and create places and spaces that make people want to come here to start businesses and raise families. Let’s invest in this important economic and beloved community resource.
